The orientation of that pier in relation to the Willis Tower indicates this image was taken around 41
o 48' 04.98" N 86
o 44' 49.45 W at an elevation of at least 11 meters[nb]The ground at that area is 11 meters above the lake, but there appears to be a walkway that might be a few meters off the ground. Still, 11 is probably a good number to use.[/nb] above the surface of Lake Michigan.
