This picture is actually retarted. That should be militant agnostic, there have been militant atheists for a long time. The Soviet Union was pretty much a militant atheist state.
I believe that your argument might have validity if the Soviet Union was driven by atheistic beliefs. If you can demonstrate that the Soviet Union's militaristic society had atheistic motives dictating its policies then I'll agree with you, otherwise I would ask you withdraw your assertion that the comic is retarted.
The Soviet Union was the first state to have as an ideological objective the elimination of religion[1] and its replacement with atheism.

That is not acting without regard to religion. It is eliminating it in the belief there is no god.
