Good question. I have no idea how this all works. Usually there's just a ceremonial vote, perhaps a little bit of controversy, then it's done.

Edit: I guess others do. This from yesterday:

Rep. Mike Gallagher (R., Wis.) rises shortly after noon Wednesday to nominate Kevin McCarthy for speaker, making him the fourth person to nominate him ahead of yet another vote, after three failed votes on Tuesday.

Your prediction is incorrect. What will happen will be the way all of politics happens: Deals will be made, concessions begrudgingly granted. Especially as this turns more and more into an embarrassment for the GOP. Someone will cave and we'll wake up with a new speaker and all will clunk along as it normally does.

If we had a democracy, votes would be counted regardless of region (meaning California would be able to outvote the will of Oklahoma, vetoing their laws). The founders rightly understood that this is a disgusting situation, akin to a lynch mob, and called this "the tyranny of the majority. We don't do things this way, and we shouldn't either.

When Biden says stuff like "democracy will be threatened if Arizona votes to the right" what he actually means is Democracy, as in the state of being Democratic. Which itself is a lie, because Democrats haven't been democratic for the last 25 years at least. They increasingly veered left towards statism.

The last few elections HAVE BEEN fake. Using a fake plague to promote mail voting, which is easy to fraud. We don't see a single person come in, xeroxed forms can be used, late night deliveries can be dumped at a voting precinct, and because there is no oversight when you don't have one person, one license, one vote, instead you can have endless copies.

It's a cheat. Democrats cheat because they can't win in rural districts. Rural people hate what they represent, and it isn't a true election. Better to shut the House down entirely.

I studied Russian History.

Okay, you know what usually happens in a worker strike. People whine and complain. The union leader negotiates with the own or manager, and you get a (theoretical, actually the union takes their dues and you might actually be no better off) raise and shorter hours or something. As you might be able to tell, I think unions are bullshit.

Well, in Russian History, they had no demands. They weren't going to work. The society basically collapsed as people were on strike until the big companies imploded. This in turn caused the upheaval that eventually led to the communist revolution.

When you cheat on our elections, expect to have people simply refuse to give you the House at all. Have fun drafting laws yourself Biden. I suppose he can just pass executive order after executive order by fiat. But that reveals his hand as the tyrant he is.

I have no idea what this whole ramble was about. But maybe this will help if I rephrase Crout's statement:

If you say so. But you're just saying so. The only problem is after years of court cases (over 60 of them) claiming evidence of widespread voter fraud zero was found. Zero. Since we are and evidence-based constitutional republic zero evidence means zero evidence.

The burning question is how much of the speakers powers did McCarthy give away to get the extra votes and does he now have enough?

Question 2,  On the off chance he wins with such a compromise, is how will he ever get a rules package passed?   All it will take is a few moderate Republicans to side with the Dems and down goes the rules package?

From what I just read, the details are scant, but the framework of concessions is 3 pronged:

1) Something about how the bills are introduced. Some sort of GOP powered decider that gives them some kind of greater than normal control for the hardliners to stop stuff from getting to the floor - Mixed in with some sort of really complicated machinations around how the fed budget gets approved.
2) An easier mechanism for the GOP to call for the the speaker to be removed. Yet it would still require a 218 vote to do so, so it seems ornamental rather than anything with real teeth.
3) Committee appointments handed out to the hardliners. Meaning MTG may actually get a committee after all.

All that and I think he still needs 3-4 more votes.

More concessions and backroom deals ahead.

It has something to due with the "rules committee" whereby they have the power to determine how bill proposals are vetted to being worthy of making it to the floor. I've never even heard of that committee but apparently, it's pretty fluid and quite powerful.
