No, it should still be lower. Only on a concave Earth should it rise up. Regardless, it isn't true that it is always at eye level anyway.
I agree with the part that it is not always at eye level.
But on a flat infinite plane, regardless of your altitude the horizon would be at eye level. If it were angled downward, your line of sight would intersect the plane after a finite distance, so the sky and the earth can not meet there. I do not know how to express this clearly, I can draw a diagram of this if you want.
On a flat infinite plane it may appear at eye level but that is the same illusion as with a globe. It would still be below a level line from your line of sight.

Measure the amount of degrees from your neck to your chin when looking straight at sea level, then while your going up, measure the difference in degrees that your chin makes the more you look down... if you get any results other than no difference... you might be blind. Have a great day
Sorry, I really tried to find "the amount of degrees from your neck to your chin", but it was about 8 cm! So I tried "convert 8 cm to degrees Celsius" and it wouldn't tell me! So I tried "convert 8 cm to degrees angle" and all it would tell me was "Convert between degrees and radians" - no use!

Even at 1000 feet above the horizon it is only
about half a degree below eye level. You would never see that and could not reliably measure it with the level app on a phone. A surveyor could easily measure it easiy from a 100' or so, but
You would never see it with your unassisted eye!

and innumerable other things.
When someone claims to have THE TRUTH I immediately know they are trying to sell "snake oil".
