Jrowe, I went to Kaprun, Austria last winter, and took the following photo:

I was at 3000m altitude, skiing. The Kaprun village is actually under the clouds, and it normally looks like this:

From my hotel in Kaprun, it seemed that it was a cloudy day, as the sky was covered in clouds. I had a pleasant surprise when I took the ski lift up. There wasn't any mist on the ground, just clouds at about 200m above ground.
How do you explain this?
