Do you see a crime as "baseless accusations?" No!
Because the law has legal loopholes.
Look at the page still doing terrorist propaganda. This is because the terrorist propaganda isn't a crime in Turkey! So He dont care what his site doing:
Try to complaint this site:
http://ordateknoloji.com/a.phpI'm saying you the result will be a big: ZERO !
I want to give you an example.
There was a terrorist site in Turkey was doing ISIS propaganda:
www.tevhidigundem.comSite created about 2010 and we reported it several times by supporting to terrorism. At last we found a way and reported them as "Routing suicide" because ISIS is using man as suicide bomber.

After that site closed by courd decision at 2015.
You can probably join that site but in Turkey it has been banned. This is the court decision:
Now another site is stay online:
http://www.tevhiddersleri.net/This site is doing propaganda of "jihad". If you report it, high probably it does not work. Because propaganda of "jihad" is not a crime for internet security or general juras in Turkey. As you see that site still doing jihad propaganda but it is working. And "Abu Hanzala" who that site using as a source is arrested by several times by "be a terrorist leader". You can find out his names on topics and tittles.
You can find his names as "Ebu Hanzala" or Abu Hanzala on news as terrorist leader, for example:
