It's 16 here in the UK. Not that most kids give a fuck, my mate Mel lost her virginity at 13, and tbh, she turned out alright, it didn't exactly wreck her life.

Prudes have nothing to do with it. IMO a 15 year-old doesn't understand the huge implications that sex can have on their life.

Tellin them its against the law isn't going to make them understand the implications anymore. Teenagers have sex, they've been having sex for a very long time. Its only in more recent times that we have started to think that they should somehow be 'protected' from sex until they reach a certain age. If your sister lived a hundred or years ago, she'd probably have a baby by now.

It's true.  Actually if she wasn't at the very least married off by 15, people would be seriously wondering if something was wrong with her and at that point might become somewhat of an untouchable and likely would never end up being married off.
