How come it is possible to order satellite images for research purposes even thought satellites dont exist? You can easily say that international connections and gps network can be managed trough gps/radio towers and NASA pics are faked....but when YOU order a satellite image for YOURSELF for research....how come? I recently saw a document on tv about a research team that was trying to locate the source of oil rafts in the atlantic ocean....they ordered satellite images and used them to locate the oil rafts and therefor were able to locate the shipwreck that was leaking all the oil......alot of the pics were taken from such heights that airplane cannot possibly fly there (showing very large areas of the atlantic ocean).

i currenly dont have any of the material from the document in my hands, but ill try to find some...

You order a picture (food), they send said stratellite/pseudolite (waiter/waitress) to the area (kitchen), it takes the picture (chef prepares food) and they send it to you (bring your food). A little weak given that the kitchen never changes, but still close enough to make my point. I don't know why people would limit it to what they have in the sky, or that they somehow are unable to control their crafts.

Speaking for sokarul, a lot. There is no known means to provide the required propulsion. FE has yet another unanswered challenge.

A fan, or more properly a propeller, requires an energy source. Carrying along fuel is a exercise in diminishing returns. Using sunlight fails both in terms of quantity and efficiency for propellers. Now ion technology is interesting but has no relevance here for two reasons. First, they still require a propellant, usually Xeon. Second, they fail to provide significant thrust. They're used in long-term in vacuo spaceflight.

So, no. these would not work.

The balloons will provide the weather conditions and wind velocity information for the stratellites to navigate to the specified area.

You are asking us to tell you the design considerations and choices of devices we've never seen. 

There are several papers in the IEEE database about stratolites and their propulsion. However, if you can read them, you can search for them yourself :P.
