I don't think it can get a place in Guantamo with Nasa's dirty money. In Syria or Afghanistan, they can take a metal cage and  heat people in it. No, it's not a preventative measure, even though it will cold in Europe this winter. At least, it's not sustainable. These metal cages are disposable.
