US operatives might have taken advantage of the conditions in Iran. They have been experiencing severe drought for several years, and many Iranians think their govt has mismanaged the water crisis. The detail that Americans should understand is that people taking to the streets due to economic crisis, unemployment, or inflation, and rising up against their country during wartime, are organically completely different from each other.

This is not like an official declaration of war. It's more like a right to self-defense. But there are other things behind this. Such as some groups in Iraq attacking American bases. Although Iraq's relations with these Gulf countries seem good, one must remember that Iraq invaded Kuwait back in the day. So we shouldn't consider their relations to be too good.
