What does it mean? I see people saying this is a violation of international law. That he is blaming Ukraine for the violence in Donbas.

The double standard that U.S. and E.U is showing in this situation is pathetic. They had no problem with dividing Yugoslavia into many small nations, they had no problem with bombing Belgrade when Slobadan Milosovic wanted to keep the country together but now they have a big problem with Putin doing this to Ukraine. Keep in mind that the area which Putin just declared to be independent are quite a bit bigger than what they were occupying previously.

I don't think that's very clear yet. At least a while ago what I was reading on the guardian or CNN or wherever it was said that they didn't know yet if he meant he recognized these areas or the entire Donetsk and Luhansk districts.

THERE'S PROBABLY SOME OTHER REASON.

For me it's simply that I don't always remember which countries use 'the' and which don't.  Just by looking at a name you can't tell, and it's harder when it switches from one to the other.  Also habit as you mentioned for countries that start with U.

I certainly try to call countries and people by the name they pick, but sometimes you forget.  Doing it intentionally is pretty rude and bad.

Obviously he probably doesn't understand (or care) that Putin recognized those territories (including the 2/3 of the area not controlled by the separatists) as independent just so that he could annex them into Russia like he did with Crimea.

The reason we call them "Ukraine" now and not "The Ukraine" is because that's what they asked to be called.  Seems simple enough.
 

I haven't heard them complain.   
I have only heard (the) internet posters complain.
