Yes, light refract, and in standard conditions that makes light bend downwards and thus makes things appear higher, allowing you to see further.
And the further away an object is, the higher it would appear to be.
This would make a straight line appear to curve upwards, and can make a downwards curve appear like a straight line.

It requires quite special conditions to make it go the other way.

The horizen is just light refracting.
No, the horizon is caused by the curvature of Earth obstructing the view to more distant objects.
Or are you appealing to light magically bending upwards?
If so, then your prior diagrams are wrong, as they show light travelling straight, whereas if it was bending upwards, visually you would get the same result as light going straight for a RE.
