I was wondering the same thing.  It's like he thinks that a 50 year old who isn't work and is on SNAP will suddenly find some great job and get off SNAP, when instead will go work for Walmart as a greeter and will still be on SNAP.  You don't go from on SNAP to out of poverty by being cut off SNAP, especially in the current economic climate where the gap between SNAP cut-off and complete self-sufficiency, let alone above poverty level, has widen substantially.
