They are probably counting every positive patient as a COVID patient, which is probably the wrong approach if COVID wasn't what ultimately brought the patient to the hospital. However, for safety measure reasons, the hospital probably doesn't care if you are in for appendicitis, gallbladder removal, or any other thing because if you have COVID along with those, then you are contagious and need to be treated as such. The hospitals probably could break it down to patients admitted due to COVID vs COVID patients admitted for other reasons, but the staff would probably be irate with the increased paperwork on top of the increase in patient load.
Looking at the ICU COVID cases probably gives a better idea of the situation, as mild cases of COVID won't be in the ICU.
