Somewhat recent news related to NASA and China’s goals:

So yeah, not sure what Trump wants, and no idea what the quite likely second term will bring, but the wheels are in motion. Be it Moon or Mars, NASA will be launching people up there.
EDIT: No idea which way this publication is leaning, but they seem quite critical of Obama’s actions regarding the space program:

I am not an american and think Trump is a dump.
However Obama's terms did mess things up for NASA, what he did do well was to create an environment where private companies (such as SpaceX and Blue Origin) could exist. - this was very good
Here is the problem NASA/US Congress has created for itself.
They spent $2 billion a year on a rocket for deep space stuff.
The rocket was popular in congress because it keeps a lot of factories and jobs going.
However, now these private space companies are coming along with much cheaper rockets that can essentially do the same thing. Making the SLS obsolete the day it launches.
There was no way NASA could predict this would happen when they started the SLS, but the speed at which they progressed made it almost inevitable.
Now NASA is too deep in with the SLS to cancel, and has to keep spending the cash to get the rocket to launch (possibly 2021)
Trump wants to go to the moon in his 2nd term (may or may not happen)
The real problem is, if he does not get re-elected, the next president will not necessarily care about the moon and may change course for NASA again.
Here is the bottom line.
SLS will definitely launch at least 4 times (already paid for contracts)
NASA is planning on at least 12 beyond earth orbit launches from a human rated capsule (that may or may not launch from the SLS)
SpaceX and Blue origin are racing past NASA with their ambitious rockets ready to launch from as early as 2020 (with a fraction of the cost)
China is wants to join the space race and is not sitting back either.
People are going beyond the space station sooner than people realize.
I predict boots on Mars before 2030
