Apparently yes.  Bones (including neck bones) tend to get more brittle with age and such fractures are not uncommon in suicides.
While there's still no indication of foul play, questions have been swirling around the death of Epstein since last Saturday when he was found unresponsive in his federal jail cell. But experts say the disclosure that he broke his hyoid bone, a small horseshoe-shaped bone near the base of the human jaw, provides no reason to doubt that Epstein killed himself.

"It wouldnít be out of the realm of possibilities, with no evidence of foul play, that he hanged himself and got the hyoid fracture that way,Ē said NBC News medical correspondent Dr. John Torres. "That wouldnít be unusual."

Torres said hyoid fractures grow more likely for older adults and studies show them to occur in roughly 25 percent of hanging deaths and 35 percent of strangulation deaths.

The 25% study apparently had a small sample size. I saw another study with a much larger sample size which claimed it was 6%. So it might be lower. And the cases where that does happen typically requireore force, I'm not sure kneeling forward could have enough force.

The interesting thing about this....those that typical say there is a conspiracy, reject there is something wrong. Those that usually say there is no conspiracy are declaring foul play

This is an interview with Epstein's former bodyguard/driver. I'm cutting out most of it, but it's interesting. Also, Igor doesn't have the best English. Anyway, I snipped out the part that has to do with the conspiracy.

The correctional officers have already admitted they falsified their records. One of them was "volunteering" and wasn't a regular correctional officer.

Various people have gone from "the broken hyoid doesn't necessarily mean he was murdered" to "it means he wasn't murdered". The broken hyoid gives more credence to the murder hypothesis, it's not the reason people suspect he was murdered. The sheer number of convenient coincidences is very hard to disregard.

Others have said that the broken hyroid bone needs to considered in the fuller context of all of the evidence (much of which the general public doesn't have access to).
