Unfortunately, Rick James is correct. It's the standard pose for new members of the UK House of Commons - MP = Member of Parliament (not military police) - and Geraint Davies was first elected an MP in 1997.
Anyone can have their photograph taken in that pose, on Westminister Bridge, which is a working road bridge, with busses, cars, trucks, bicycles and so so. Cycling is safe is central London - the drivers - especially the cab drivers - are excellent.
You may hear a mouth full from the cab drivers, they'll certainly come close, but they will not touch.
