If you want to stretch the definition if an NEO, you could consider all satellites to be Near Earth Objects because they are indeed objects that are near the earth.  But then again, none of those thousands of NEOs cataloged have 92 minute polar orbits around the earth, do they?

I don't know what kind of shape your eyes are in, so I can't answer that question.

However, I would recommend a good telescope for observing NEOs and artificial satellites, that way you might be able to tell them apart.
