I wonder when it was initiated, who the founder is, and was there the formula they wrote for UA?

It doesn't have a founder any more than earth has a founder. Formula for it's behavior can be found in the FAQ and the links in my sig.

Yes, this gives clear answer to me now. This fact so far makes me wonder why such an extreemly important subject like UA is left "without founder".
