Chances are the majority of those missing funds did either go to black budget projects, such as the B2 bomber prior to declassification, or to good old fashion waste and fraud. What better way to get rich than know someone who can make spending decisions in government.

Hence the 10 trillion hole in the budget. A government should be accountable to its people. Not use the threat of terrorism as a justification for tyranny.

Interesting statistic that I somehow just now realized, the figure of 8.5 trillion in unaccounted for dollars to the DoD is their entire yearly budget from 1996 to 2013, give or take a few hundred billion. So essentially that figure just means every dollar is unaccounted for since they haven't been audited since before 1996.
