The Moon continues to spin away from the Earth, at the rate of 3.78cm (1.48in) per year, at about the same speed at which our fingernails grow.

Both Earth and Moon pick space dust all the time, which increases their masses, and their gravity slowly but steadily grows.
If the Moon is "spinning off", is it because of increasing revolution speed, or because of something else?
What else?

Because a moon without a planet is no longer a moon.
It's a dysfunctional relationship, but Earth and Moon don't have any other options.

Fun fact, the reason why it does this is because of tides. The tides are ever sob slightly in front of the moon because the earth's Rotarian is pulling them along too. The oceans try to move back to the moon, which creates friction with the earth, while the gravity of the oceans pulls the moon faster, increasing its orbital radius.

In short, the moon is slowing down the earth, and using that energy to get higher and higher.

Actually, the rate of precession makes sense. If the earth is slowing down, the precession would increase.

As for The others, why would I take anything written on this forum as scientific fact?
