I'm going with my theory that the set designer is a dyed in the wool liberal, found some obscure Nazi rune, designs the CPAC stage after it as a wink and a nudge as to what s/he thinks the GOP stands for. Knowing full well the interwebs will tease out his/her easter egg mockery and have a field day over it. That seems very 2021.

Oh simmer down. I'm not saying any of that. I just find it hard to believe that some CPAC organizer(s) would be dumb enough (or clever enough) to intentionally use an obscure Nazi symbol in their stage design. It just seems like a stretch. However, I never thought I would see the likes of what happened on 1/6 either. So it's anyone's guess really.
I'm still digging to find the designer. Where there's a custom built set, there is a designer(s) behind it.
In any case, we'll never find out for sure unless a video surfaces of a CPAC Event Production meeting where we see Ted Cruz up at whiteboard saying, "Guys, I'm just spit-balling here, but what if we have something like this as the stage..." He proceeds to draw a swastika. Nunes pipes up, "No, no, way too obvious, but I like it." Mitch weighs in, "Hey, there's this other one I've seen that is not so obvious, but really speaks to me...and to us.. The Odal one, or something like that."
