One systemic problem that I've seen in real life is the people you have to talk to if you want WIC and TANF will sometimes encourage people to have more babies because they'll get more help. For many poor, young new parents this is not a tough sell. And it creates lifelong challenges for the parents, the future children, and the support system. I'm all for the support system. But the employees should not be coaching applicants to have more kids to get more benefits.
