Again, with all due respect, I find it difficult to believe that you're a materials scientist—or a scientist of any kind. Your claims are so unscientific and so bizarre (even to the layman) that I repeat my claim that you're delusional.
After researching the European Space Agency (ESA) site, I could find no references to research relating to a plan to investigate your purported "ice wall" by that agency.
