I think I am going to pick up a GTX 770 this summer, or a GTX 680, they are pretty much the same card, but from what i can tell the 770 is a bit cheaper.  My guess is that 680 prices will drop soon but they still are above 400 which I think is crazy considering that the 770 is only 399.

GTX 680 prices won't drop because people are still purchasing them for SLI configurations. GTX 580 prices did not drop when the 600 series was released.

Power supply ordered.  850W PC Power & Cooling.

Ordered the RAM today.  32GB Corsair Vengeance DDR3 2133/1.5V/CL10.

Why did you get DDR3 2133 when you have an unlocked CPU?

I have to keep the total dollar amount under a certain threshold for the month, otherwise I may end up actually paying for it.

Depends on the card a bit, Sometimes non reference models will drop like 50 bucks on amazon, which they have on a few cards, but they are still more expensive than reference 770s so in this case I think you are right and i'll have to go for the 770.

The performance gain on almost all applications beyond an i5 2500k is negligible.

You're clearly trying to justify your inferior hardware. Just make the upgrade.

I'm still dragging a core 2 duo into 2013. The funny thing is the system requirements for games and even stuff like photoshop has really stagnated recently and even my dusty 5 year old rig doesn't cope all that badly. I stuck in an SSD a few years back and that have it a whole new lease of life.

Tricky thing is deciding when to upgrade build a whole new system. Seems new sockets and processors are coming around so damn fast these days. Still even the lowest end core iwhatever will annihilate my system. Same with SSDs - shelled out so bloody much for a 64GB one 2 years back, now the same money would get me at least 128GB of much faster storage, or even 256.

I am currently using a 3770k. That does not affect the validity of my previous statement.

Haswell is a godsend for tablets and notebooks. I'm planning on getting a thinkpad when the Haswell refresh happens later this year.

I guess I need to start looking into the i7 or at least an i5 (depending on cost difference), motherboards, video cards, ram, 64bit OS, etc. 

My old t3200 dual core laptop from 08 works ok with the videos from my camcorder, but it barely plays the videos from my new go-pro. 

Music and image editing would go faster too I suppose, plus I might try out some newer games.

I'm also just tired of using my laptop as my main computer.
