Parliament - Players Only.

The Federated Empire of Shenton (FES) is in crisis. Emperor Rowbotham III died, leaving no heir to the throne and now the Empire threatens to crumble into chaos and civil war.

An emergency council is called in the nation's capital involving the barons from the various provinces across the empire. A decision is made to run the empire under a small parliament until a new emperor can be found to reunite the provinces. Immediately the squabbling began. Who would stand on this new parliament, what new powers would they wield?

Eventually Speaker Chris Spaghetti stood in the hall of castle Shenton and made his voice heard:
 "The Emperor is dead, gentlemen but the Empire isn't. Not yet anyway;  but if we continue to let this hateful power vacuum remain then it will die of a thousand cuts. As you know, I was the Emperor's chief consul and I specialised in arcane and forgotten Imperial laws and edicts. There is a precedent for this situation, in the middle of the third era, Emperor Shakleton VIII was assassinated before he could bear an heir, each of the twenty provinces sent their baron to the castle to form an emergency parliament, the head of the ruling faction was then appointed Prime Minister who served until a suitable heir could be found.

I have the transcripts of the parliamentary sessions here and decree that a new parliament shall be assembled as follows:


The game will be split into two 24 hour periods: Election and Legislation

During the Election period, the barons have to elect one of their number onto the Parliament. During Legislation, the parliament votes to give or take away powers to the special players in the game (more below)

~The Players~

Speaker - Plays the part of the Oracle

Barons

- Every player (except the Speaker) begins as a Baron, they cannot vote during legislation but can vote to elect someone other than themselves to parliament. They will be randomly assigned to one of three parties:
-Liberals
-Communists
-Conservatives
-*Independent

A baron wins if their party becomes the overall majority.
NOTE: IT IS AGAINST THE RULES TO PUBLICLY REVEAL YOUR PARTY!

*Independent - The independent may be allowed to form a coalition with  the first of the 2 weaker parties to have all their members elected. Unlike other barons, the independent must be elected to be considered a winner.

MP

- An MP is a baron who serves on the parliament. During the 'legislation' period they can vote to:
-Allow/ban the press
-Arrest a baron (prevents a baron from voting for 1 turn)
-Knight/demote a baron
-Spy on a baron


Knight

- a baron with 2 votes in the election period. Is appointed by parliament or demoted back to being a normal baron again.

Press


 - The press serves the role of the psychic except that their identity is known to all. During the Legislation period they can send the Speaker a PM and ask for information on  any player. It is up to the press if they release the information - remember, the press can lie. The press can also be arrested.

Spy

- A spy is appointed by parliament secretly (if they vote to appoint a spy then the MPs have to send the speaker a PM saying who) the spy sends a pm asking about any baron, the information is not sent back to the spy but every MP

~Winning Conditions~

You will be broken down as follows:

Conservatives - 7
Communists - 6
Liberals - 6
Independents - 1

The parliament shall consist of 13 MPs

To win, the conservatives must have all 7 members elected to parliament, giving them a majority. The Liberals and conservatives must have the Independant elected, plus be the first to have all 6 of their barons elected.

Ok, today I'll be allocating you all your parties and roles. Day 1 will begin tomorrow at 1pm BST which will be a 24-hour election period when you'll elect your first MP. You won't know what party they belong to but remember, they will have total parliamentary control so they could decide all on their own to appoint their own spy, shut down the press etc so prepare your manifestos!

NOTE: When they are elected, their political colours will be revealed.

Current Parliament:

Conservatives = 3
Communists = 3
Liberals = 2
Independants = 1

Last Elected: Enigma (Lib)

-Press is allowed
-No barrons have been arrested
- (1) barons have been knighted
-no spies have been appointed

I did miss that one, please just roll with it now, otherwise I'll have to completely re-work all my numbers and re-send another 20 individual PMs. There's less Dann can feck up in this game apart from not voting or revealing his party, just give him a chance.

Dann, please don't break this game for the sake of everyone's fun and my sanity.

In other news, you should all have received your PMs by now.The Press can either reveal themselves or wait until day one when I'll reveal it. The press sends their PM and gets their information during the legislative period.

When you say "may", does that mean she has the option not to form a coalition?

What happens if the Parliament is split 5/4/4, giving no party a majority?

Not really, I say 'may' because the weaker parties might not get enough votes to make one necessary. If the Libs and Coms get their 6 elected, they would have to form a coalition with the first party to get all 6.

I don't understand how we find out how many of each party are elected? For example, suppose Baron Parsifal is rushed in on a wave of optimistic euphoria with promises of free food and no proprietary diseases and he turns out to be a party I'm not happy with, how do I get him out? Are we just voting people in for the hell of it and we'll see the results in 2 weeks? I read the OP twice now. I dun gerrit?

Basically, only I and the Press know at the moment. When the game starts, everyone will know.

On day one,nobody know who anybody represents and so the vote will be based largely on popularity and what people promise to do with free legislative power until someone comes in to stop them.

When elected, the MP will have their party revealed to all. For instance at the start of day two I'll say something like "Mr x is the first elected MP, he stands for the Communist party."

From then on, voting will be tactical based on:

-Party affiliations released by the Press (whether the press tells the truth or not is another thing to consider.)

-Voting records (Did Mr y vote for mr z when it was released that  mr z was a liberal? if so, maybe you've found another liberal)

-Suggestions from MPs. if parliament votes to appoint  a spy, they will have access to knowledge not known to all barons. If communist mr x says you should vote for mr a he may be trying to get another commie elected or wrongfooting the enemies of communism, to paint an opponent as a commie)

-Dumb guesswork (Still no ideas? vote a la werewolf)

Destiny is not a matter of chance, it is a matter of choice; it is not a thing to be waited for, it is a thing to be achieved. And every day, we make necessary choices that lead to the formation of our destiny.
As a voter in this coming parliament election, we should be critical in choosing our leaders. Let us not be deceived by the masks worn by devious politicians who only remember the marginalized part of our Federated Empire of Shenton during the election period. These politicians are the kinds, who prey on the gullible voting public, then, before the ink dries on their oaths of office they first think of ways to feast on public funds.
Fellow youth, the opportunity is in our hands to stop this unending cycle that prevails in our political scene. This election should not serve as an opportunity for corrupt “wolves” to deceive the innocent and unsuspecting “lambs”.
Let us put a halt to this practice, we, the voters especially the youth should let our voices be heard. It is a time for us to speak up and be different. For once let us vote for integrity in parliament, for performance and deportment beyond reproach, and for the honor of this federation we all love. Always remember that we choose our joys and sorrows long before we experience them.
