Meh.  Depends on who coded it, where they live, and what character set they use.  I know utf-8 should be universal but it could be some addition that someone in China did.

That validator automatically detects the character set used, it doesn't just assume utf-8.

Anyway, there's a tag in the FES header which says that the character set is ISO-8859-1, and if I manually tell it to check according to that character set, it tells me that there are 73 errors in the page.

There are also two errors in its CSS.

Having "XHTML" and "CSS" in the bottom right corner with links to the W3C validator misleadingly suggests that the website is standards conformant.

Why is this important?

It is important for websites to conform to standards (and for web browsers to support those standards), in order to reverse the trend of browser-specific compatibility that has creeped up on us over the past 20 years.
