Democratic governments suffer from voter apathy (which can be manicured by people elected in office to stay in office). I think there is not enough citizen participation in government in which I live in. The problem could be part of the people and also part governmental. If the politica process is confusing, it will deter people to be engaged. I do think that people in governmental offices like to use this to their advantage as well.
The lack of responsibility for civic duty and reliance on private companies to solve basic public problems is a problem. I don't think evil is an appropriate word, but I would say that the government as it is now neglects a large part of the population because they are not active in the political process. This is a problem in local, state, and federal branches of government.
