The two are not mutually exclusive.

The presence of one usually implies the other, but we must remember that people can be stupid without religion. Atheists can have severely mentally impaired children too.
I'd like to point out that the first statement is not true. Religious fundamentalism and stupidity are deeply linked, but my GF is somewhat religious and she is just as intelligent as anyone else. It all depends on how it's implemented and interpreted.
