It means there are too many people trying to connect from Mibbit at once. Try closing the tab/window with Mibbit in it, opening a new one and trying again.

How do you mean an "alternative to Mibbit"? There are many IRC clients out there, but if you mean an in-browser IRC client, I don't know anything about them because I don't use them.

I don't think you're banned. If you were using mibbit, that is banned. I can add an exception if you PM on irc though.
