Yes, since windows is the most used operating system in the world this statement boils down to "The average person is too stupid to figure out which files they mustn't delete" and considering it was in use by something, you are obviously among those people, congrats.
I'm going to side with the white supremacists.

I shut down Windows, booted Ubuntu, and could delete it without a problem. By contrast, rebooting Windows just told me there was still something using it. Conclusion: Windows sucks.
We're all jealous of Raist.
Or you fail at using an operating system designed to be usable for all ages.
Nerds.
If Gayer doesn't remember you, you might as well do yourself a favor and become an hero.
there is a difference between touching a muff and putting your hand into it isn't there?
Yes, so much simpler to figure out the files exact name and filepath, then type in a command telling it to delete that file.I right click and delete. GUI's shouldn't require code for general use.

So I can use Nautilus to delete any file in my home directory, which is more than can be said for Windows Explorer.
And there are even more third party programs for ending tasks and force deleting files on windows. Your point is moot.

Wow, what a tough decision.
Out of the box? Everything for your OS if third party. It doesn't come in a box.

every girl on Earth thinks macs are "so pretty"
What am I doing wrong when it confirms a file deletion six times and then says it can't do it?
Our existentialist, relativist, nihilist, determinist, fascist, eugenicist moderator hath returned.
objectively good
I've never had to confirm a deletion more than once. And the only time something has never been deleted is when it is in use, so I have no idea what the fuck you were doing.
