I simply disagree on your definition of fair and just. I asked earlier who you thought would get the short end of the stick if laws were made subjectively fair and not equal. The laws here, for the most part are designed around the 'everyman' which lends to being unfair at times due to it's very nature such as letting 10 guilty men free to save one innocent. All systems have inherent flaws. Anyway, the point is if lawmaking was subjective based on factors such as wealth the laws would be skewed to the side of the wealthy. By keeping it 100% equal in all ways you are actually protecting the less fortunate from concerns much greater than a hundred dollar speeding ticket.
