Yeah, that's basically it. LIGO will almost certainly not work since it isn't big enough - to observe a gravitational wave you have to have a detector bigger than the wavelength (that's the typical interpretation anyway) and so few events generate high frequency gravitational waves that it'll be virtually impossible to spot them at the levels they are sensitive to. You really need to big orbiting detector made of 3 satellites - is it called LISA? I can't remember. Anyway, I am sceptical of LIGO for that reason, not because "lols I'm an FE'er rofl".
