It is kind of scary, but it seems kind of odd.  The character development so far suggests that Saddam Al-Hashim is a kind of reluctant villain.  Him going about his plans with sadistic glee doesn't seem right.  But I will wait and see.

I've made a very slight change to more accurately reflect his personality. See, that's me as author trying to go  for dramatic effect rather than letting my characters be themselves.
