I looked at the budget for 30 seconds and noticed all $16 792 300 000 are accounted for.  Guess I was right.

Looks like the conspiracy is gone, there are no pocketed dollars, they are all used for business.  Hell, the ISS takes 1.6 billion ALONE out of the budget.

But, on a physical level the gasses are the objects with the less squashed together atoms therefore are lighter.
