So far, there has been only 1 measurement presented here. My data was a calculation based on that measurement. You have just presented a mostly qualitative picture with the number 0.3% pulled out of a hat.
Please note that regardless of the circular motion of the Sun and the Moon, they always stay the same distance from the North Pole. The variation would be on other geographic latitudes.
However, there is a change in the acceleration of free fall on a given point on the Earth's surface and is called tidal effect (explained due to the gravitational pull from the Moon and the Sun). So, measuring a weight (not mass) to 4 significant figures would have given a variation during the day.
