you have observed trails exist.  You have NOT proven they have anything other than what you'd expect from a contrail.
You have ignored the fact that troposcatter would not be useful for GPS as it requires precision timing and your proposed reflection surface is constantly moving and shifting so any precision would go out the window as your signals would constantly be reflecting.  No matter how much you cherry-pick my statement about tropscatter, you have not proven it is happening or that it would be useful for GPS.
Does GPS stop working when there are no trails in the sky?  No. 
Regardless of whether it is possible for sprayed reflective particles to enhance troposcatter, you have not proven it is happening.
