Im curious. Who taught you that?

I will be so bold as to predict it was a public school teacher. I make this claim since they typically have a preference they wish to teach as doctrine. But I would really enjoy an honest answer to see if I am correct.

Only if you assume "and" to be an additive operator ("+"); "One hundred and thirteen" = "100 + 13 = 113".

And, to answer your question Narcberry, yes, my grade school teacher did tell me that, in some cases, "and" can be seen as a flag for a decimal point.  Unfortunately for you, you went by grammatical rules (as in, the rules for a list of items) and not by mathematical rules (written form of numbers).  Examples:

Two billion, sixty-five million, three hundred forty-eight thousand, seven hundred and thirty-five.
Two billion, sixty-five million, three hundred forty-eight thousand, seven hundred thirty-five.

A point is not enough, in my opinion. Units must always be stated, unless the units are "ones". As in 12 thousand and 2 ones to represent 12,002. Ignoring units is the biggest cause of mathematical error.

I agree, "point" can only mean a decimal. However, units should be stated to avoid confusion. But I guess thats just a preference.
