No, it doesn't.
Think about what the alternatives are.
If they didn't "cancel" there would be bulk motion, i.e. wind.
This would result in exchange of momentum between Earth and the air which results in the relative speed being reduced to 0.
I belive that if atoms were all bouncy then wind patterns shoud look (on small scale) like drawing form 2 year old
Look, the atmosphere simply rotates with the Earth! I fail to see any mystery.
Take a round bucket and almost fill it with water.
Rotate the bucket smoothly and the friction of the water on the inside of the bucket will soon have the water rotating at the same speed as the bucket is rotating.
In exactly the same way the rotating Earth and atmosphere keep rotating together- there is essentially nothing (nearly a vacuum) outside to slow it down.
I fail to see where there's a problem!
