What you see is Ubuntu's customisation of the GNOME desktop environment, which could be running on a number of different kernels. But yes, at the time I took that screenshot, it was running on Linux. Also, I don't understand what you are confused about.

• performing low-level system functionality, and
• there is no free alternative available.

The task of IRC client satisfies neither of these criteria.

I used to use XChat, but I switched back to chatzilla when I was too lazy to reinstall xchat.
